Under Secretary of Defense Recognizes Corrosion Office Director

During a meeting in the Pentagon Auditorium on January 14, 2009, John J. Young, Jr., Under Secretary of Defense for Acquisition, Technology, and Logistics, presented Daniel J. Dunmire with a “Silver Palm” citation for receiving the Office of the Secretary of Defense (OSD) medal for Exceptional Civilian Service as director and overseer of the DoD Corrosion Policy and Oversight Office since February 2005.

According to Young’s citation, “Mr. Dunmire has demonstrated extraordinary skill in rapidly establishing, organizing, and implementing one of the most successful programs in the [Defense] Department’s history.”

In the citation, Dunmire was singled out for developing policies that transcend traditional methods for managing corrosion activities in DoD. In addition, he oversaw investments of $125 million in corrosion research and development projects, which have saved DoD an estimated $4.5 billion since 2005. For this recognition, Dunmire prefers to credit his Corrosion Forum of experts from the military departments, government agencies, academia, and industry, all of which have helped him establish and maintain the DoD corrosion prevention and mitigation program.

Through this award, Dunmire and his Corrosion Forum are also being recognized for generating the DoD Instruction 5000.67, which affects corrosion policy in each Service. The team has also triggered changes to the DoD Federal Acquisition Regulation Supplements and other forms of acquisition documentation. Notably, the team carried out a seminal, multi-phase Cost of Corrosion Baseline Study that validated $15 billion in annual DoD corrosion costs. The success of the study has spearheaded widespread education and outreach involving government and industry.

“This recent citation is a testament to the great expertise of the huge team of experts who make up the DoD Corrosion Prevention Integrated Product Team,” Dunmire said. “The recognition would not have been possible without their hard work and dedication over the past four years.”

Dunmire has received two previous OSD Exceptional Civilian Service awards, one in 1997 and another in 1996.
