Military Departments Appoint Overseers of Corrosion Policy

As DoD’s fleet of ground vehicles, aircraft, and weapon systems continues to age, each of the armed services has made preservation a key priority. But in 2005, Congress furthered the Defense Department’s increasing emphasis on preservation by legislating corrosion prevention and control in specific ways.
In 2005 the DoD Office of Corrosion Policy and Oversight formed to reduce the effects of corrosion on the safety and readiness of American war fighters and lower the financial burden of corrosion on taxpayers.
Since the passage of the recent Defense Authorization of fiscal year 2009, officials in the Army, Navy, and Air Force have appointed their own executives to ensure that policy and management reflect the goals of the DoD Corrosion Office.
Wimpy D. Pybus—New Army Corrosion Executive

Recently, Dean G. Popps, Principal Deputy Assistant Secretary of the Army, appointed Wimpy D. Pybus to the position of Army Corrosion Prevention and Control Executive. A member of the Senior Executive Service since 1995, Pybus serves as Deputy Assistant Secretary of the Army for Acquisition Policy and Logistics. In that role he oversees policy related to Army acquisition, industrial base and integrated logistics support, and planning and execution for developing, producing, and fielding Army weapon systems.
Before being assigned to the Army Secretariat, Pybus served as the Director for Aviation, Munitions, and War Reserves in the Office of the Deputy Chief of Staff for Logistics at the Department of the Army headquarters. There he oversaw Army staff and policy, plans and resources for the logistical support of Army aviation and missile systems, conventional munitions, and war reserve stocks and pre-positioned brigade sets.
Dail Thomas—New Navy and Marine Corps Corrosion Executive

In January 2009, Sean Stackley, Assistant Secretary of the Navy for Research, Development, and Acquisition, appointed E. Dail Thomas II (also known as Dail Thomas) as the Navy’s Corrosion Control and Prevention Executive. In this capacity, Thomas will serve as the principal point of contact responsible for coordinating department-level corrosion control activities with the Corrosion Policy and Oversight Office, program executive officers, and relevant major subordinate commands.
Currently, Thomas serves as Division Director of Ship Structures and Materials within NAVSEA’s Naval Systems Engineering Directorate. Thomas is responsible for supervising and managing the work of 14 technical warrant holders in the areas of ship and submarine structural integrity, materials and welding, corrosion control, shipboard pollution prevention, and fuels and lubricants.
Col. Gary C. Blaszkiewicz—New Air Force Corrosion Executive

In January of 2009, Michael A. Aimone, the Assistant Deputy Chief of Staff for Logistics, Installation, and Mission Support at Department of the Air Force Headquarters, appointed Colonel Gary C. Blaszkiewicz as the Air Force Corrosion Control and Prevention Executive. During January, Col. Blaszkiewicz also was appointed as Associate Director of Logistics in the office of Deputy Chief of Staff for Logistics, Installations, and Mission Support at the U.S. Air Force Headquarters in Washington, DC.
Previously, Col. Blaszkiewicz had served as Deputy Director of Logistics at the Headquarters Air Force Reserve Command since 2003. During his military career, he has held positions as maintenance group commander, deputy logistics group commander, squadron commander, chief of maintenance, assistant maintenance control officer, and flight-line maintenance officer.
